We must continue to send a message loud and clear to the Soviet Union that there will be no significant improvement in relations between our two nations unless they keep the commitment they pledged at Helsinki. Three times Ive traveled to the Soviet Union and met with refuseniks whose only crime is applying for a visa. And once the authorities discover that someone has applied for an exit visa. the persecution begins. We all know the scenario. Jobs are taken away. apartments searched. phones disconnected. mail seized. arrests made on trumpedup charges.
