Mr. President. Naum and Irma Meiman are Soviet Jews who have been denied permission to emigrate to Israel several times. The Meimans are an elderly. ailing couple whose wish is only to seek proper medical treatment for Irma and to see their daughter. Olga. who lives in the West. The Meimans have done nothing illegal nor are they of any use to the Soviet Government. yet officials have repeatedly refused their requests. As refuseniks Naum and Irma have had to endure many years of strain. Since his first application. Naum. who worked as a physicist. was forced to retire from his job and isolated from the scientific community.
