Calls for steppedup humanitarian assistance to the Afghan people through both the International Red Cross and private aid organizations. Calls on the European Community and the governments of member states to "recognize the Afghan resistance movement as being competent to represent the Afghan people in its fight to exercise its right to selfdetermination." Calls for "political cooperation to work actively towards an early negotiated political solution involving all the parties concerned. including the various factions of the Afghan resistance movement."
