Contrary to what the administration would have us believe. President Oduber correctly calls our action a "tragedy" for Central America. Among the facts that he points out about our vote is that it will make it more difficult for the regions statement to work for peace and democracy in Nicaragua. destroy the interAmerican system. and create many more refugees than Nicaraguas povertystricken neighbors can cope with. I have sent President Odubers letter to all the Members of the other body. in hopes that they will take heed before they vote on this issue. I also wanted to share the letter with my colleagues in the House. and I include it at this point.
