Governor Blanchard of Michigan released yesterday a list of foreign companies with plans to open or expand manufacturing operations in the State of Michigan. The expansion of operations and the creation of new jobs is badly needed in our fight to overcome the huge trade deficit that now exists between the United States and other countries. One problem which remains is the difficulty of obtaining visas for professional staffs of the companies with operations in this country. Every company which locates a facility in the United States must bring a number of top professional staff people to manage the project. The problem of obtaining visas has grown in recent years. and the current issue of Federal Focus contains a short article on this issue. I ask that this article be printed in the RECORD at this point and commend it to my colleagues.
