The dangerous. or simply harebrained. rhetoric often heard in the General Assembly has a disturbing tendency to eventually be formalized in U.N. resolutions. Thus. polarization and politicization. not reconciliation and understanding. are often the products of U.N. debate. The international organizations operating under the U.N. aegis. such as the World Health Organization [WHO]. the United Nations Economic. Social. and Cultural Organization [UNESCO]. and the United Nations High Commissioner on Refugees [UNHCR]. perform useful services and can point to many worthwhile accomplishments. But these organizations are not immune from the politicization and polarization that often characterize the General Assembly. nor are they immune from bloated budgets and bureaucratic arrogance. Sometimes these tendencies become a serious impediment to the effectiveness of the international organizations.
