I yield myself such time as I may consume. Mr. Chairman. this amendment Is not quite a perennial. but every time we debate the issue of the freedom fighters in Nicaragua. we are confronted by the HamiltonBarnes amendment. which simply says to people in that area: We will not help you defend the cause of freedom. free press. freedom of religion. but If you want to flee your country. if you want to become a refugee. we will try to give you some tents and some food and make it a little more comfortable for you. That is really the choice that you are given today. I really have a problem with this bill because it was up the last time and it passed the House overwhelmingly.
