I rise in support of this amendment. which I offer on behalf of the gentleman from New Mexico . the gentleman from Maryland . and the gentleman from Vermont . Mr. Chairman. this amendment is similar to an amendment I offered in April which passed the House overwhelmingly. This amendment emphasizes the need of a better United States policy toward Nicaragua. the need for negotiations and support for Contadora. the principle of nonintervention and the necessity of a ceasefire. It provides modest sums for refugees and resettlement. and modest financial support for the Contadora process. The amendment provides no aid to the Contras. Mr.
