The INS has recognized that this law does not fit Guams unique circumstances and has paroled these alien fishermen into Guam for more than a year pending passage of this bill. In fact. an identical bill. H.R. 5118. addressing this same problem passed the House in the 98th Congress. The INS has indicated that it does not oppose H.R. 2224 nor did it oppose H.R. 5118. Both the Department of Justice and the Department of the Interior have no opposition to this legislation and have filed reports so indicating with the House Subcommittee on Immigration.
