The Department of the Interior in its bill report also notes that this legislation "would substantially enhance the attractiveness of Guam to commercial vessels based in the U.S." This legislation affects only Guam. An alien crewman entering Guam would not. by virtue of that entry. gain any right to enter the United States. The Departments of Justice and Interior have no objection to enactment of this bill which has been sponsored by our colleague from Guam. Congressman BiAZ. This bill received the unanimous support of both the Immigration Subcommittee and Full Judiciary Committee and I know of no opposition to its enactment.
