Then the famous phone call from a candidate for President at that time. the former Vice President of the United States. Mr. Mondale. to the Speaker indicating his concern that if we voted on it in May. that would come before the California primary and. therefore. it would alert people as to how people stood. that is. how Members of Congress stood on the issue of immigration. That. of course. could cause some trouble at the polls during a primary. And so. as I have said before many times on this floor. that phone call worked and we made sure that people in California were required to vote on the basis of ignorance on that issue.
