Nothing. except to come up with some proposal. which as I understand it. I have been told second- and thirdhand. is to allow a guestworker program based on the green card. which sets up a whole system of problems we did not have before. I will ask the gentleman. he has been on this floor. he has voted on this issue. he is very current with this issue. Does the gentleman think that the Members of Congress are panting to vote for two separate legalization programsthat they want to expand the legalization program we had last time and have a continuing ongoing legalization program in addition to the one we are going to have in the bill?
