We went to conference. We did not have enough time. If we had enough time. we would have worked it out. So many of us on both sides of the aisle this time said. "If we are going to get immigration reform through. we have got to do it in the first year." The Senate acted right away. In the subcommittee. we wanted to mark up earlier than we did. but we heard from this group that was out there promising to resolve the issue on the agricultural question that they just needed a little more time. So what did we do?
