We have benefited in the past from a strong national commitment to education on all levels. On the elementary. secondary. and vocational education level. thousands of children have benefited from Federal assistance. Chapter 1. Compensatory Education for the Disadvantaged. for example. has served numerous migrant children. handicapped. and neglected and delinquent children. Chapter 1 is one of the most effective Government programs on the books and it cannot afford to suffer any further cuts. There are many other programs for primary and secondary education that we need to support and which have been recognized by Senators ANDREWS and HOLLINGS in this amendment.
