The great massacres and persecutions of the past seem almost insignificant when compared to the sufferings of the Armenian race in 1915. On several other occasions. Ambassador Morgenthau wired the U.S. State Department with the facts. In a "confidential" telegram of July 16. 1915. he stated: Deportation of and excesses against peaceful Armenians is increasing and from harrowing reports of eye witnesses it appears that a campaign of race extermination is in progress under a pretext of reprisal against rebellion .... Protests as well as threats are unavailing ... Morgenthau. in his published memoirs. tells of these confrontations with Talaat Pasha. the Ottoman Minister of the Interior.
