Jewish emigration has fallen to a mere trickle. only 1.139 Jews were granted permission to emigrate from the U.S.S.R. last year. The situation remains bleak. Thus far. in 1986. 210 Soviet Jews have been issued exit visas. 79 in January. 84 in February. and 47 in March. At the same time. Soviet authorities continue their campaign of harassment against those who speak out in defense of human rights.
