One of my colleagues will offer an amendment to only allow assistance to refugees and support for the Contadoran process. He obviously lingers under the misguided notion that the Sandinistas intend to negotiate in good faith. I find that somewhat incredible in light of their recent refusal to even discuss a rational agreement at the bargaining table in Panama. but of course. the gentleman is entitled to his opinion.
