Begin the process of national reconciliation by churchmediated dialog with the opposition. and Observe basic human rights and fundamental freedoms. including the right of free election of democratic government. The Presidents plan is designed to achieve these objectives through diplomacy coupled with effective support to the Nicaraguan democratic resistance. The support for the resistance will give the Sandinistas the incentive to negotiate in good faith with neighboring countries and the internal opposition. The Hamilton amendment plan will not achieve U.S. foreign policy objectives. All the Hamilton amendment does is turn an effective resistance into refugees dependent on handouts. It does not give the Sandinistas a reason to negotiate. Why should the Sandinistas negotiate if the Hamilton amendment hands them on a silver platter victory over the resistance?
