But the ability of an estimated 3 million to 6 million foreigners to reside illegally within our borders weakens the very system that attracts them. Americas freedoms are based on our system of laws. We cannot allow these laws to be broken with impunity during nearly two million border crossings every day. nor can we encourage creating an entire class of people whose very presence mocks those laws. We must prevent this destabilization. The question is how. Congress has struggled with that one for ages. in part because theyve been unable to resist making business the fall guy. Immigration control proposals over the years have invariably included sanctions against employers who hire illegals. Now no one wants to protect employers who knowingly hire illegals. But most sanction proposals have included onerous recordkeeping requirements and criminal penalties against employers who may have been duped into hiring . illegaisprovisions bound to cause employers to avoid hiring Hispanics. not out of discriminatory intent but out of selfdefense.
