Although I would prefer the research authority be maintained. giving States who are interested an opportunity to better identify and provide for their primary health care needs. I believe it is now more prudent to accept the bill. as amended. The administration has clearly recognized the worth of these programs in that the Presidents proposed budget for 1987 maintains support for community health centers and migrant health centers. However. the administration would prefer that these programs be included as part of a new block grant. providing funds to States to operate these clinics. After lengthy discussions in 1984 and 1985. on the merits of creating a block grant related to this legislation. a strong consensus was developed in Congress that these programs. at least for the time being. are best operated by direct Federal funding.
