Mr. President. I am pleased to submit to the desk for immediate consideration S. 1282. the Health Service Amendments of 1986. a bill which will reauthorize Federal funding for community health centers and migrant health centers. This legislation sustains. as a categorical Federal health program. funding for health clinics which provide basic primary and preventive services for the most needy of our citizens. The Senate approved this bill. without amendment on voice vote on July 19. 1985. The House called up the Senate bill on March 5 of this year. and made minor modificationsthey lowered the authorization level to current authority. which wisely recognizes the importance of budgetary constraints. and eliminated a new primary care research grant authority.
