Mr. President. I rise today to share with you and the world the tragic story of Vladimir Feltsman. Mr. Feltsman is a virtuoso concert pianist whose artistry is now censored and controlled by the Soviet Government. Until 1979. when Vladimir Feltsman and his wife Anna applied for emigrant visas Mr. Feltsman played with the finest Soviet orchestras and appeared in many concert tours around world. He recorded extensively on the Melodia label. His interpretations of Chopin are particularly well noted. All this. however. has come to an end. His records and tapes can no longer be found in the Soviet Union and his concerts have been limited to small Soviet cities.
