The present categorical grants can easily be targeted to health care providers offering highpriority services in areas in greatest need of those services. Such targeting cannot be as easily accomplished under the primary care block grant. The Community and Migrant Health Centers Program has grown over the past 20 years into a network of nearly 800 primary health care centers providing comprehensive primary care to nearly 6 million poor and underserved Americans in 50 States. Puerto Rico. and the District of Columbia. Few programs have a more dramatic and positive impact on the lowincome and disadvantaged population of our Nation.
