Mr. Chairman. I rise in full support of this bill to authorize much needed Federal funding for the community and migrant health centers in our Nation. Specifically. this bill extends the authorizations for the Community and Migrant Health Centers Programs through fiscal year 1988. In addition. the bill authorizes $1 million per year for fiscal year 1986 through 1988 for a new 3year program of grants to States for the control of plague. Finally. the bill would repeal the authorization for the primary care block grant. I find this provision especially appealing. since the primary care block grant was an illconceived program from the start.
