Mr. Speaker. earlier this month the Free World celebrated the release of prominent Soviet dissident Anatoly Shcharansky. After nearly a decade of Imprisonment In the Soviet Union he was allowed to emigrate to Israel. Lengthy negotiations between East and West authorities brought this mans years of torment to an end. and demonstrated that this countrys commitment to human rights throughout the world can have substantial rewards. For many years I have fought in Congress to win the freedom of those not so fortunate as us to live in a free and unoppressed society. During a trip last year to the Soviet Union. as part of the first congressional delegation to meet Soviet General Secretary Gorbachev.
