Guestworker programs would benefit a very few agribusiness interests by institutionalizing a system of exploitation of farm labor. Mr. Speaker. the House may soon be considering immigration reform legislation. I urge all Members of this body to recognize the cruel irony involved in attaching massive guestworker programs to a bill that is supposedly designed to protect American jobs. Mr. Speaker. I commend to my colleagues attention an editorial published in the most recent edition of Migration Today. The editorial. entitled "Growers Bitter Harvests." raises many important issues concerning the debate over the guestworker provisions of pending immigration reform legislation.
