I Join the gentleman from Maryland . the gentleman from New York . and the gentleman from Massachusetts in reiterating our concern for the more than 400.000 Soviet Jews and so many other ethnic groups behind the Iron Curtain who expressed their desire to emigrate even as we continue to celebrate the release to freedom of Anatoly Shcharansky. As cochairman of the Commission on Security and Cooperation in Europe. and a long time staunch advocate of human rights. Mr. HOYER has been kind enough to make this time available to us today. for which we are highly appreciative.
