Speaker. I rise in support of the Health Services Amendments Act of 1985. H.R. 2418. because of its impact on my district where we have possibly the most concentrated migrant population in Texasan abundant population of financially underprivileged individuals. many of whom are not covered by a health plan of any sort. The very nature of their laborious occupations requires that these workers be in good health if they are to provide sustenance to their families. There has not been a time when I have visited the health centers in my congressional district south of San Antonio that I have not been struck by the number of people waiting in line to avail themselves of this most basic of human needsprimary health care. These community health centers are helpful in meeting the medical needs of the migrant population for whom good health plays so great a role in their work abilities. H.R. 2418 with its reauthorization of the Community and Migrant Health Centers programs is a worthy bill stating the Congress commitment to making primary health care services available to all our citizenry. I urge your support of the legislation.
