Mr. Speaker. today marks the 10th anniversary of the adoption by the United States of the Universal Declaration of Human Rights. perhaps the most Important human rights document of our time. The Universal Declaration upholds certain fundamental human rights. including the right of all individuals worldwide to practice the religion of their choice. to emigrate from their country. and to hold any political belief. Mr. Speaker. over 150 countries are signatories to this resolution. Yet. when we scan the globe today. we see flagrant violations of these basic rights. Witness the persecution of Jews and political dissidents in the Soviet Union and Eastern bloc nations. the murders of disappearances of thousands of individuals in Central America over the past decade. torture In certain nations in South America.
