The Kremlins crackdown on Jewish emigration and the teaching of Jewish heritage and religion is a rerun of the statesponsored antiSemitism we have witnessed throughout history. It proves that the Soviet Union has far to go before it Justifies its signature on the Helsinki Final Act. Although there are some small signs that Moscow may be easing- its hard line stance on human rights. such as allowing Yelena Bonner to leave the Soviet Union for medical treatment. the overall policies of the Governmentof the SovietUnion are still far short of acceptable human rights behavior. .
