I rise today to Join several of my colleagues who have answered the CongressionalCall to Conscience on behalf of Soviet Jewry..The treatment of Jews in the Soviet Union is at its lowest point in moder history. *Since 1979. the levels of Jewish emigration have declined by 98 percent. This atrocious record is accompanied by increased Soviet persecution of those who attempt to exercise their Jewish heritage. November 10. 1985. marked the 10th anniversary of the passage of U.N. General Assembly Resolution 3379. which equates Zionism with racism. Passage of this shameful resolution not only disgraced the record of the United Nations. but also gave nations such as the Soviet Union thinly disguised excuses to persecute their Jewish population.
