A point of fact is that the United States is an importer of sugar. We only produce about twothirds of the sugar we need. We have to import the other onethird. But to keep the domestic market price stable. we have instituted as part of the sugar program a quota system on imported sugar. The level of sugar imports allowed under the quota is only supposed to be enough to make up the difference between domestic consumption and domestic production. Just recently. however. the Department of Agriculture decided to implement a Cabinet Council decision to drastically lower the quota on imported sugar.
