I rise on behalf of Mr. Balys Gajanskas. a Lithuanian who has spent 33 of his 59 years in Soviet prisons. His release is scheduled for 1993. However. the substantial deterioration in his health renders it unlikely that he will be able to survive his sentence. The upcoming summit meeting between the United States and the Soviet Union provides a rare opportunity for our Government to intercede on behalf of Mr. Gajanskas by encouraging the Soviet Union to allow him to emigrate with his wife and 5yearold daughter.
