Nonstates such as the Ukraine and Byelorussia as well as ministates such as Burkina Paso and the Peoples Republic of the Congo would only be considered for membership on the Security Council in light of their total contributions to the United Nations activities. Finally. they strongly urge the U.N. Secretariat to establish a new set of legislative priorities and to reduce its currently bloated agenda. Streamlining the agenda so that emphasis could be placed on a few critical issues. such as world hunger and refugee resettlement. could be accomplished by categorizing the priority of the large number of resolutions that move through the General Assembly each session. Although some may consider these proposals to be utopian. its important to evaluate the United Nations future role in new and unorthodox ways. I believe that both proposals provide significant food for thought.
