I think we have to keep in mind. in terms of the penalties we levy and the effect we have on foreign nations. how this action fits in with not only our overall aid policy. but how it fits in with our overall military and national security policy of the United States. Vietnam appears to be contemplating a major offensive against Thailand once the dry season begins. or a major offensive on the border of Thailand. It will hit the refugee camps and will take the resources of the Thai military which we are already supporting with military aid. Now. we can take our choice. I suppose.
