The letters contained nothing subversive or illicit. When I was in the Soviet Union this past July. I had the opportunity to meet with a number of Jewish refuseniks. Some were activists who spoke freely about their desires to practice their religion without governmental interference. Others took the boldest step of their lives by applying to emigrate to Israel. When Soviet citizens apply to leave. they run the risk of losing their jobs. becoming subjected to harassment and having their mail or telephones cut off. I sent the following list of refusenicks and dissidents to Secretary Gorbachev following my visit to his country.
