I believe that It is important that the House understand the difference between alienage discrimination and national origin discrimination. There is often a fine line between these two issues which could become a major civil rights issue if employer sanctions are enacted. I found the testimony of the former Chairman of the U.S. Civil Rights Commis. sion. Dr. Arthur Flemming. helpful in discussing the differences between the two kinds of discrimination and the protections against such discrimination which current. ly exist in the law.
