Mr. Speaker. the Office of Management and Budget [OMB] is engaged in a confrontation with the Congress over the spending of funds to assist county and State governments in resettling refugees from Southeast Asia and Latin America. Although the refugees are in the United States owing to Federal policies. some officials of the administration seem determined to reduce financial aid to the counties and States to which the refugees have migrated. But the Comptroller General has determined that the action amounts to an illegal impoundment of funds. At issue is the funding appropriated by Congress for the Refugee and Entrant Targeted Assistance Program. Monday. a Federal judge ordered the administration to release all the funds made available by the Congress during 1985 for the program. In what amounts to a further effort to interfere with the will of the Congress.
