Mr. Chairman. I would just like to commend the subcommittee and its chairman and ranking minority member for their support of our efforts to send a strong signal to the Office of Management and Budget that the Congress expects OMB to release the $11.5 million It has withheld in what the Comptrol. ler General of the United States has termed an illegal impoundment of Federal refugee assistance money. I appreciate the chairmans efforts. and I am pleased to report to the House that in a preliminary injunction. the U.S. District Court in northern California has directed OMB to "take all steps necessary to ensure that the full sums are released forthwith and do not revert to the Treasury at the end of the fiscal year." I am confident we will ultimately succeed in getting these funds released.
