Mr. President. today I am introducing a bill for the relief of Fernando Esquivel. Marcos Antonio Esquivel. and Nieves Julio Esquivel. three children under the legal guardianship of Mrs. Emma Batchelder of Leeds. ME. Mrs. Emma Batchelder. my constituent. is a naturalized U.S. citizen of Mexican birth. married to a U.S. citizen. She has been caring for the four children of her brother since June 1979. a responsibility she assumed at his direct request. They have lived with her and her family in Maine since that time. Mrs. Batchelders brother is a Mexican national who illegally entered the United States with his wifealso a Mexican nationaland three minor children in February 1973. in the border area of Tijuana.
