With an estimated $100 billion In narcotics profits available. todays drug dealers are well armed with the most modern high tech communications equipment. planes. boats. and weapons. We cannot allow our law enforcement officers to find themselves consistently outmanned. outspent. and outgunned. The Treasury. Postal Service. and General Government Appropriations bill for fiscal year 1986. provides funding for Customs to implement Phase I of the MexicanUnited States border security and narcotics initiative. The legislation also provides funding for additional Customs Service manpower to be placed in those areas of the country most vulnerable to narcotics and commercial fraud enforcement problems. This additional funding for Customs is particularly timely for me.
