We may or may not succeed in doing that. But the issue raised here is one that is vitally and intimately connected with the substance of the bill itself. In adopting the amendment yesterday. we have already accomplished something which I am firmly convinced improves the scope and the justice of the entire bill. I believe firmly that it is needed. It is moderate in its programmatic aspects. It should be a part of an immigration bill. and we should reject this attempt simply to reverse yesterdays decision and get on with the final passage of legislation. which is greatly needed by the people of the United States.
