They have made a reasonable request. Their needs will not dissappear in the course of the next 3 years. and there is no justification for changing yesterdays vote and for limiting them to a period of time vastly inadequate for them to change their way of life. vastly inadequate for them to deal with the very real problems they have. This bill. the primary author of which is the distinguished Senator from Wyoming. contains very important American policies of immigration. of naturalization. of who shall live here. of who shall work In the United States. It is vital that we proceed with the debate. I wish we could conclude that debate and pass this bill without the consideration of any extraneous amendments whatsoever.
