Mr. President. we have debated this issue not only this week but also 2 weeks ago. It calls for the Federal Government to reimburse States for the actual cost incurred for the incarceration of illegal aliens who have committed felonies. who are in State custody. as well as Marielitos. It is simple and straightforward. It is what should be the law. There is a block grant. but. notwithstanding that. that may riot go into operation for 3 years. It is the responsibility of the Federal Government with respect to immigration. It is not the responsibility within -the domain of the States. and therefore the issue is clearcut. There is no need for further debate.
