It is fair to say that the legalization program in this bill will benefit only a small number of them. And then. only if they are willing to risk the gamble of coming forward. But. having made the decision to legalize certain undocumented workers. why impose arbitrary. inflexible standards which prevent somebody who is qualified for permanent resident status from proving continuous residence. in the way that any other individual charged with a burden of proof. is entitled to prove a fact? S. 1200 now expresses the preference for employment documentation as probably the most reliable kind of proof of continuous residence. I do not disagree with that.
