American citizens. most of whom did not speak English. Most of those who did speak English spoke with a heavy accent and spoke the English language poorly. Any INS agent would have perhaps been justified in asking whether or not they were illegal aliens. But just the color of their skin alone would make them suspect and. therefore. subject to the harassment that comes from a warrantless search. If INS has reasonable cause to believe. if they have a tip. that is sufficient. if they have information that leads them to believe. they can easily go to a magistrate. get a warrant. and enter those premises as they would if it were a packing shed or any other business enterprise.
