It will offer our colleagues an opportunity to consider some of the issues which should be covered during the hearing next week. And. it will enable the Senator from Wyoming to discuss further how this issue might be handled. First. the amendment bars unfair immigration related employment practices against individuals on the basis of their national origin or status as a U.S. citizen. permanent resident. refugee. asylee. or legalized temporary resident. Second. the amendment establishes an Office of Special Counsel to investigate charges of discrimination based on the claimants immigration status. Third. the amendment empowers immigration judges to issue cease and desist orders if the Judge determines that an employer is engaging in an unfair immigrationrelated practice. This amendment does not establish a new bureacracy. The Special Counsel will be located in the Department of Justice.
