Mr. President. this triggered approach is a change from the earlier versions of this legislation. and one which I find easier to support. I still do not condone the entry of these illegal aliens into our country. If I did not believe that the only way the Federal Government can gain control over immigration and refugee policy is by way of a legalization program. I would be opposed to it. By delaying the program until after effective enforcement provisions are in place. we will ensure that further illegal immigration will be discouraged. Finally. the bill requires certain reports from the President to the Congress with respect to the employer sanctions. provisions. legal and illegal immigration. the verification procedures and the legalization program. To ensure that a pattern of discrimination against eligible workers seeking employment does not develop. the General Accounting Office is to monitor the implementation of employer sanctions. This report is to be reviewed by the Attorney General.
