As such. we must make clear to Soviet leaders that human rights issues will be a central feature in U.S. policy toward the Soviet Union. Mr. Speaker. the Soviet Jewish community has stood fast in the face of an official Soviet policy bent on the repression of all cultural activities and a decided Soviet effort to thwart emigration. A religious revival ironically brought about in part by repressive Soviet policies on emigration is occurring and we must lend it our full support. Last week I offered an amendment to the foreign aid bill supporting President Reagans recent call for an end to the imprisonment and persecution of Soviet Jewry. The special order today will give additional support to the crucial effort to defend the rights of Soviet Jews to live in peace and pursue their way of life free from cruel repression.o
