After all. the barbarity of Hitlers final solution was a nightmare beyond belief. But even after the reality of Hitlers death camps had begun to sink in. the lack of response by the Allies was nothing short of immoral. according to Levy. In Wymans book. documents obtained from the British Foreign Office and the State Department speak of "typical Jewish hysteria." In Penkowers book he claims that in Britain the 1939 white paper restrictions on Jewish immigration caused the loss of thousands of lives. Levy sadly concludes that bureaucratic obstructionism existed that could only be blamed on antiSemitism. Here in the United States. the Holocaust reports should have awakened us to the need for some type of rescue effort.
